Remarks by Acting Consul General Sun Lushan at a Symposium on the 19th National Congress of CPC (Excerpts)

The 19th National Congress of the Communist Party of China, which has captured the world's attention, came to a successful conclusion yesterday in Beijing after fulfilling all items on the agenda.  This important meeting was convened at a critical moment when China's securing a victory in building a moderately prosperous society in all respects has come to a decisive stage, and the socialism with Chinese characteristics has entered a new era.  In his strategic, thoughtful and inspiring report to the Congress, General Secretary Xi Jinping laid out a series of new thoughts, new assessments, new ideas and new measures, which are rich in content, instructional and forward-looking.  This report, intended to address a number of important theoretical and practical issues facing the socialism with Chinese characteristics, sets a new historical direction, and provides a grand blueprint for China's future development based upon the conclusion that China has entered a new era in building the socialism with Chinese characteristics.  One of the greatest achievements of this meeting is to enshrine Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era in the CPC platform.  This thought, which is epoch-marking, is a political declaration of a new era for socialism with Chinese characteristics, and serves as a guide to action for the China to achieve national rejuvenation.  The congress, which has drawn positive echoes nationally and internationally, will have significant and far-reaching impact on China and the world as a whole, including the China-U.S. relations.

Since the founding of the People's Republic, earth-shattering changes have taken place in China.  Over the last five years in particular, China has gone through dramatic development, making unprecedented progress in reform, opening up and modernization, and realizing historic leaps from standing up to standing prosperous to standing strong.  The sense of fulfillment, happiness and safety of the Chinese people has been constantly improved.  To reflect the past in light of the present, China has never been so close to the great national rejuvenation as today.  All Chinese people, regardless of whether residing in China or overseas, feel proud of it, and are full of hope and confidence for the bright future.

The major-country diplomacy with Chinese characteristics has yielded positive results.  The Chinese wisdom and Chinese proposals have been increasingly adopted as the common sense and action of the international community.  China's international status and influence has reached an unprecedented level.  And China is taking the world center stage as never before.  As it grows, China is able to shoulder more responsibilities in the world, and play a bigger role as a responsible major country.   China will uphold the banner of peace, development, cooperation and mutual benefit, integrate its own development into the world development and the well-beings of all nations, dedicate itself to a new type of international relations based on mutual respect, fairness, justice, cooperation and mutual benefit, and work towards a community with a shared future for mankind, and an open, inclusive,  clean and beautiful world with lasting peace, universal safety and common prosperity. China is ready to make more contributions to the long-term development and stability of the world.

As pointed out in the report of the 19th CPC National Congress, China is committed to forging a global partnership, expanding convergence of interest, advancing coordination and cooperation with major countries, and working to build a framework for major-country relations featuring overall stability and balanced development, which serves as an important guideline for China-U.S. relations.  As the most important bilateral relations with global impact, healthy and stable China-U.S. relations benefit not only the two countries, but the world as a whole.  Facts prove that, cooperation benefits both sides while while confrontation can only hurt.  Cooperation is the only correct option.  Since the beginning of this year, China-U.S. relations have made some progress.  President Xi Jinping and President Donald Trump have met four times.  These summits have set the direction and key tone for China-U.S. relations in the new era.  The four high-level dialogue mechanisms initiated by the two leaders have generated positive results.  At the invitation of President Xi, President Trump will pay his first state visit to China on November 8.  China-U.S. relations face new opportunities.  We believe and expect this visit to be successful, which will add new vitality and driving force to the bilateral relations.

People-to-people exchanges is the very foundation of China-U.S. relations.  And friendship between the two peoples is the source and driving force of the bilateral relations.  Sub-national cooperation is the most dynamic part of China-U.S. relations which are deeply rooted in both societies, rely on and benefit both societies.  We are pleased to see the ever-expanding exchanges and cooperation between China and the consular district covered by the Chinese Consulate in Los Angeles, southern California in particular.  The wide-range, multi-level, comprehensive and three dimensional patterns for cooperation have taken shape and yielded results, greatly boosting the development of China-U.S. relations.   The following are just a few examples:

1) Nearly 1/3 of the total China-U.S. trade is conducted through Los Angeles customs district.  60% container trading of the Port of Los Angeles is China related.  Southern California has become the most popular destination for investment and business of Chinese-owned enterprises.

2) 1.5 million Chinese tourists visited the consular district last years.  Los Angeles became the first American city receiving over a million Chinese visitors.  There are 86 flights shuttling between China and Los Angeles each week, with one flight landing and taking off every two hours.

3) More than 50,000 Chinese students are now studying in local universities and colleges.  In addition, about 20,000 Chinese students are enrolled in the middle and high schools here.  They bring with them 1.8 billion dollars to  the United States.

4) About 50 cities in the consular district have established sister-city relations with their Chinese counterparts, accounting for 1/4 of the total in the United States.

There are over one million Chinese compatriots living in the consular district.   Though you have left your motherland for quite a long time, your hearts are still linked with her.  As President Xi once said, "Trees are always rooted in the earth no matter how far their shadows reach."  Overseas Chinese get stronger as their motherland gets stronger.  You are not just the witnesses and beneficiaries of the development of China and its relations with the United States, more as participants, builders, supporters and boosters.  We hope you will use your unique advantages featuring knowledge of both the West and China and understanding of both the United States and China, to bridge the friendship and cooperation between the two countries, make more contributions to China's development and the mutually beneficial cooperation between China and the U.S., tell China story in an active and objective manner, present a real, full and three-dimensional picture of China to American people, promote mutual understanding and friendship between the Chinese and American people, add more positive energy to China-U.S. relations, and lay a solid social foundation and mobilize public support for the bilateral relations.

There are more than 600 Chinese-owned enterprises in our consular district.  These companies have not only made important contributions to China's modernization and economic and trade cooperation with the U.S., but as well actively fulfilled their social responsibilities by promoting local economic and social development, which has made great economic and social achievements. What they have been doing vividly explains the most essential feature of China-U.S. relations, namely, mutual benefit and win-win.  We hope you continue to contribute to the practical cooperation between the two countries, and play the role of "corner stone" and "propeller", and lay a solid material foundation for China-U.S. relations.

There are nearly 70,000 Chinese students studying in the consular district.  President Xi cares about the Chinese students studying abroad, and has high expectations for them, saying, "They shall always keep the motherland and the people in their heart wherever they are." "Only when its young people thrive will a nation thrive."  The younger generation, full of ideals, skills and responsibilities, represents the future and hope of China-U.S. relations.  It is our hope that all students cherish the youth, aim big, strengthen convictions, pursue knowledge, stand strong, and integrate your own dream into the China dream, live up to your youth, and act as new builders of the motherland and friendship ambassadors for China-U.S. relations.

Last but not least, let us review what President Xi once said to overseas Chinese compatriots.  "The unified Chinese nation is the common root shared by all Chinese people living in China and abroad.  The rich Chinese culture is the common soul shared by all Chinese people living in China and abroad.  The great rejuvenation of the Chinese nation is the common dream shared by all Chinese people living in China and abroad."  In his report to the 19th CPC National Congress, President Xi emphasized again that, in the new era, "we shall extensively unite and connect with overseas and returned Chinese compatriots and their relatives to work together towards the great rejuvenation of the Chinese nation."

The grand blueprint has been laid out in building socialism with Chinese characteristics in new era.  As Sun Tzu said on the Art of War, "He will win whose army is animated by the same spirit throughout all ranks."  Let us remain true to our original aspirations, keep in mind our mission, dedicate ourselves to the same cause, stay united and work hand-in-hand to open a new chapter in developing the Chinese nation, and realize people's aspiration for a better life.
